Mexican authorities had granted the Spanish developers initial permits to build the huge resort, two golf courses and a marina near the tip of Baja California but Mr Calderon said he had withdrawn the permits from Hansa Baja on the grounds that had not been able to prove the planned resort would not harm the environment.

President Calderons announcement sent an important message to Mexican and international investors that this type of tourist development based on mass scale and golf courses is no longer acceptable in Mexico

—Omar Vidal, head of WWF in Mexico

The $2 billion development, known as Cabo Cortes, was projected to have nearly as many hotel rooms and condominiums as Cancun, Mexico’s biggest resort.

Environmentalists, who had protested against the development for years, welcomed Mr Calderon's announcement. Omar Vidal, the chief of WWF - Mexico, said sending the development back to the drawing board would be an opportunity to design a tourism model that brought jobs but also safeguarded the fragile, arid Baja California environment.

President Calderon said that investors were free to start again with a project which was compatible with the marine park's sustainability. But he stressed that the mega-project as originally conceived was off the table.

"To sum it up, Cabo Cortes won't be built," Mr Calderon said.
